A Digital Rights Agency and Consumers

Recently, the Digital Britain Team released another consultation paper to further flesh out their thoughts on a Digital Rights Agency. Comments are requested by 30th March (Monday), so I only have this weekend to finish it off and get the comments sent in. I have attached my comments so far to this post - if you want to discuss any of them, comment here, twitter (@penwing), identica (@penwing) or MSN/Jabber (penwing AT gmail DOT com). I plan to email this off tomorrow (Sunday) afternoon.

The overarching messages I tried to put forward are:

1) There seems to be no representation of consumers
2) there seems to be no representation of non-commercial content creators (including re-mixers)
3) Any agency would require public support and trust and that is going to be very difficult to manufacture given the current culture amongst rights holders.
